How about inflatables turned mid-air balloons? Use helium, hot air or much more powerful fans keeping tethered characters aloft. The hot-air system would probably need flaming gas jets, which might not be too safe, but, hey, if you want to make a spectacle for the kids, maybe you take a few risks. Even more fun: Blow-up inflatables with extra-stretchy outsides like balloons, and when you stop pinching the little rubbery valve thingie, they go air-propelled wild-crazy ppppfpfpfppffffppptttttt zigzagging high into the air.
